Summary of Role:
The primary objective of the Great Lakes Policy Analyst position in the Lands, Resources and Consultations Branch of the Métis Nation of Ontario (MNO) is to monitor, assess and conduct research on Great Lakes issues as well as provide technical advice and administrative support to Métis communities in their consultations on Great Lakes issues. The position includes dealing with matters arising from federal/provincial relations, policies, programs, initiatives, legislation and agreements between the Métis Nation of Ontario and the Government of Canada, the Government of Ontario and other organizations. The Great Lakes Policy Analyst will be committed to promoting environmental stewardship as well as facilitating consultations on Great Lakes issues with regional rights-bearing Métis communities in Ontario. The incumbent will be accountable for implementing various MNO programs and initiatives as a member of the MNO’s Lands, Resources and Consultation Branch.
Duties and Responsibilties:
- Assist in arranging and participating as a subject matter expert in meetings and community information sessions.
- Provide community feedback and responses in respect of all relevant government programs, policies, initiatives and legislation in respect of Great Lakes and related matters including how best the MNO can advance its interests in respect of Great Lakes with governments.
- Prepare presentations, papers, briefing notes, issue analyses etc. on Great Lakes and all Great Lakes related policies, programs, initiatives, legislation etc. to be used in community and other related information sessions.
- Draft briefing notes, policy papers, research papers, proposals and business cases.
- Conduct research as required by various programs, policies, initiatives and legislation related to Great Lakes issues and prepare briefing notes, papers, memoranda and other documents.
- Review and analyze federal and provincial government-related lands, resources and consultations-related policies and legislation, regulations and all related matters with a view to protect the Great Lakes, Indigenous rights and the Métis Way of Life.
- Assist in the formulation of responses to the government and proponents on Great Lakes related matters.
- Assist with and provide expertise at MNO Valued Components Workshops and other related engagement and community information sessions that pertains to Great Lakes issues and related policies, programs, and legislation.
- Assist with communication plans that require Great Lakes-related content which could include one or more of the following deliverables:
- Plain speak communication tools for the Métis Community on Great Lakes policies, programs, initiatives, legislation and projects; and
- Mail outs, advertisements and other related communications tools to all Métis households providing information on projects.
- Log activities and tracking of deliverables including:
- Meetings attended with communities, dates and locations;
- Meetings attended with other organizations, dates and locations;
- Issues discussed;
- List and description of initiatives that have been undertaken/addressed;
- Training undertaken by the Analyst; and
- General outcomes
- Other duties as assigned from time to time by the Director of the Lands, Resources and Consultations Branch and by the Director of Intergovernmental Relations.
Knowledge, Skills & Attributes:
- Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
- Completion of post-secondary education in a related field or equivalent combination of education and experience
- Membership in an accredited association related to the profession (varies by position)
- A high degree of technology literacy and proficiency in standard office equipment
- Advanced communications skills, both written and verbal
- Strong research and analytical skills
- Strong project coordination, including the design and implementation of project work plans for projects that are strategic and/or long-term
- Demonstrated ability to manage competing demands and assess changing priorities
- Demonstrated ability to assess situations and problem-solve independently
- Demonstrated ability to work alone/independently with minimal supervision
- Demonstrated ability to communicate effectively to a senior management audience
- Knowledge of Métis-specific and broader indigenous key challenges, and programs
- Masters degree and/or graduate certificate, etc. in a related field
- Previous 3-5 years or more experience in a specialized knowledge role
- Demonstrated ability to write high quality evidence and data-based reports and professional presentations
- Demonstrated ability in policy and program development and evaluation
- Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
- Previous 5-7 years or more experience in a similar/comparable role
- Demonstrated ability to manage project budgets and project deliverables using project management software or other processes
Program Specifc Qualifications and Requirements:
- Post-Secondary degree from a recognized university and 2-3 years’ work experience in a relevant field
- Graduate level degree such as a Master’s degree would be an asset
- Background in Great Lakes or water issues, or the environmental sector and/or Indigenous legal, policy and research especially in respect of the government policies and programs related to Great Lakes and/or the environment; some government policy or program experience is preferred as is experience working on Great Lakes related policy and program issues
- Understanding of Great Lakes and the related science, environmental issues and Indigenous issues or a demonstrated ability and willingness to learn about these and other processes and issues quickly
- Sound understanding of the federal government’s legislative and policy-making processes
- Willingness to work flexible hours and travel throughout Ontario
- Proficiency with computer programs (Outlook, Excel, Work and PowerPoint) and knowledge of MS SharePoint or similar project management tools is an asset
- Ability to drive a rented vehicle, have a valid driver’s license (Full class “G”), and a clean driving record
- Reliable vehicle with $2,000,000 liability insurance coverage
- Excellent communication skills to establish and maintain credible presence with internal and external stakeholders
- Excellent research skills
- Excellent grasp of the machinery of government and federal government programs and policies in respect of Indigenous peoples and issues and, in particular, Métis peoples.
- Strong oral and written communication and facilitation as well as presentation skills
- Ability to work in a fast-paced multi-issue environment, serving a wide range of varied internal and external interests
- Strong interpersonal skills in order to liaise with MNO leadership and management, government partners and other external stakeholders

Positions at the MNO may require the following:
- 1. Current CPR/First Aid certification or ability to obtain
- 2. Completion and maintenance of Vulnerable Sector Verification
- 3. A reliable vehicle (or ability to rent), driver’s licence, $1,000,000 liability insurance, and a clean driving record
- 4. Flexibility to work extended hours as necessary
- 5. Ability to occasionally travel within Ontario for limited periods of time
