Homeowner Repair Program (HRP)

The MNO has recently entered into an agreement with both the Thunder Bay and Rainy River Districts of Social Services Administration Boards (TBDSSAB and RRDSSAB) to deliver the Northern Homeowner Repair Program as part of the New Canada-Ontario Affordable Housing Program.    MNO has worke d closely and diligently with the DSSAB in preparation for  the launch of the new program and MNO is currently implementing strategic plans in order adhere to the targets specific to the each DSSAB.

As part of our agreement MNO is responsible for:

  • Promoting program and administering client intake
  • Determining eligibility of applicants
  • Performing inspections to assess building condition and identify deficiencies in structure, plumbing, heating, electrical, health and Safety, over crowding
  • Preparing scopes of work and estimates
  • Recommend for Approval to the DSSABs

Purpose of the Program of the Homeowner Repair Program

To assist eligible homeowners in core housing need who own and occupy existing substandard housing, to repair or rehabilitate their dwellings to a minimum level of health and safety and permit a further useful life of 20 years assuming normal care and maintenance.

Who is Eligible

  • You may be eligible for this program if:
  • your total household income is below the income ceilings
  • your home requires eligible repairs.
  • household assets do not exceed $20,000.00 (excluding equity in principal residence and Registered Education Savings Plans)
  • your home is at or below the Average Market Value of a re-sale

Eligible repairs

You will be assisted only for those repairs if your home requires one or more of the following: structural, electrical, fire safety, plumbing, health & safety
 
Eligible Costs

Funds are for the cost of repair or rehabilitation, including labour and applicable taxes, plus legal fees.

Loan Limits

The average forgivable loan amount available is $20,000.00 .
