Residential Rehabilitation Assistance Program (RRAP)

The MNO is the authorized delivery agent for the RRAP program under a fee-for service contract with Canada Mortgage and Housing Corporation (CMHC) since 1995.  MNO delivers this program across a large geographic area of the province.

The RRAP program is designed to provide low income homeowners with financial assistance to repair/rehabilitate substandard housing to meet a minimum level of health & safety.  The RRAP program also provides assistance to low income homeowners requiring emergency repairs (ERP) and accessibility improvements for persons with disabilities (RRAP-D).

MNO administers this program by:

  • Promoting program and administering client intake
  • Determining eligibility of applicants
  • Performing inspections to assess building condition and identify deficiencies in structure, plumbing, heating, electrical & fire safety
  • Preparing scopes of work and estimates
  • Monitoring progress and completing final inspections

MNO inspectors and client services staff routinely travel extensively Northern areas of the Province of Ontario in the delivery of this program.

Purpose of the Program

To assist eligible homeowners in core housing need who occupy existing substandard housing, to repair or rehabilitate their dwellings to a minimum level of health and safety.

Who is Eligible

  • You may be eligible for this program if:
  • your total household income is below the income ceiling
  • your home requires eligible repairs

Eligible repairs

You will be assisted only for those repairs if your home requires one or more of the following:
structural, electrical, heating, plumbing, over crowded, health & safety

Loan Limits

The maximum loan amount available:
Maximum Forgiveness - $16,000.00

The City of Thunder Bay, the Districts/County Thunder Bay, Kenora, Rainy River, Algoma, Cochrane, Nipissing, Parry Sound, Haliburton, Simcoe, Muskoka .  Information on all other area can be obtained by contacting CMHC at 1-800-704-6488.
