Métis Self Employment (MSE)
The Métis Self-Employment (MSE) Program is to be used as a tool to help a client to create a job for themselves through self-employment, by providing the individual with various types of support during the period when he or she starts up a business. Assistance can include coaching, ongoing technical advice and financial support. Coaching will be tailored to the individual's needs and can include business plan development, accounting, marketing, use of computer skills, etc.
Criteria:
Clients must access this training through the pre-screening process. They should be highly recommended and thoroughly tested to ensure the greatest chance for success.
The client must be willing and able to work a minimum of 30 hours/week to implement the business plan. It must be a new business, an existing business that has declared bankruptcy, or an existing business where training can help to ensure the viability of the business (e.g., marketing/technology training). The client should have not had prior ownership of the business. The business can be a partnership, but the applicant must prove ownership of at least 50%. The client should be able to make a minimum 25% investment in the business (this may be cash or equity). The business may be seasonal, and the client could be involved in more than one seasonal enterprise.
The training part of the program (developing the business plan, accounting, computer skills, etc.) should normally take 12-14 weeks. Additional income support and individual mentoring may take up to an additional 30 weeks. During this time, the client will continue to receive the training allowance, regardless of the business income.
Monthly progress reports and financial information will be required during the transition from development to implementation. Activity reports should also be received from the mentor.
