The Role

The Policy Analyst for Climate Change will be responsible for supporting RRP’s Lead for Environment and Climate Change, and engaging in initiatives directly supporting MNO’s, environment and climate change policy activities. This will include supporting and leading research initiatives, conducting policy analysis, engaging in government-to-government dialogue, and assembling, analyzing, and synthesizing information related to climate change mitigation and adaptation. The policy analyst is expected to exercise a significant degree of independent decision making and judgement when applying standardized policies and processes.

Duties include, but are not limited to:

  1. Utilize specialized knowledge related to climate change issues (i.e. electrification and energy transition; food and water security; just economic transition; climate risk assessment; emergency preparation, management & recovery; community planning; climate & health) to support RRP Branch’s climate change mitigation and adaptation project portfolio.
  2. Lead technical analysis of internal and external strategies, policies and legislation relevant to climate change mitigation and adaptation.
  3. Respond to needs of internal and external partners as required, including consultations.
  4. Research and analyze practices, procedures, programs and other systems, and recommend changes or modifications to existing policies, practices or positions.
  5. Research and prepare detailed and accurate reports, briefing notes and presentations
  6. Plan and conduct policy engagement activities (i.e. workshops, surveys) to obtain feedback from MNO citizens and governing bodies on a range of climate change issues.
  7. Develop communication tools to enhance MNO citizen understanding of complex policy issues.
  8. Oversee environmental advisory group including workplan development, meeting coordination, and the preparation of relevant presentations, briefing materials and meeting notes.
  9. Promote, track, and measure compliance with program funding requirements by creating and implementing appropriate data collection, reporting, and/or recordkeeping processes.
  10. Deal with confidential and sensitive issues in a timely manner, with tact and discretion.
  11. Travel to communities for meetings to give presentations or attend meetings (this may require overnight stays in the community and a varied work schedule).
  12. Other reasonable duties as may be assigned.

Qualifications

  • Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
  • Completion of a Master’s degree in a relevant field (i.e. environmental policy, environmental studies, legal studies, Indigenous studies) and/or equivalent combination of post-secondary education and experience.
  • Knowledge of current and emerging issues in climate change mitigation and adaptation (i.e. electrification and energy transition, just economic transition, food security, emergency preparation and management, etc.)
  • A high degree of technology literacy and proficiency in standard office equipment
  • Advanced communications skills, both written and verbal
  • Strong research and analytical skills
  • Strong project coordination, including the design and implementation of project work-plans
  • Superior organization skills
  • Highly detail-oriented
  • Demonstrated ability to manage competing demands and assess changing priorities
  • Demonstrated ability to assess situations and problem-solve independently
  • Demonstrated ability to work alone/independently with minimal supervision
  • 3-5 years of experience in a policy analyst (or comparable) position
  • Demonstrated ability to write high quality evidence and data-based reports and professional presentations
  • Experience developing position papers, briefing notes and technical comments for policy engagements
  • Knowledge of Métis-specific and/or broader Indigenous policy and research, key challenges, and programs
  • Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
  • Previous experience dealing with confidential information

Preferred:

  • 5-7 years or more experience in a similar/comparable role
  • Experience working with Indigenous governments
  • Experience conducting engagement activities with Indigenous communities
