The Role

The Director of Human Resources has a key leadership role responsible for providing strategic direction and advice to the President/Chief Executive Officer (CEO) and Human Resources branch. The successful candidate will work to facilitate, support and advance the strategic direction of the Métis Nation of Ontario (MNO) through the transformation and strengthening of organizational operations and delivery of programs and services through a whole of government approach. A trusted advisor and strategic collaborator with the C-Suite, Directors and people leaders across the MNO. The Director of Human Resources is adept at building strong relationships throughout the MNO, with key external stakeholders and is guided by clear values, ethics, and legal principles. The Director will promote organizational capacity growth through an engaged culture that supports a high performing, collaborative, client-focused, and values-driven Métis government.

The Director, Human Resources has oversight and accountability over a broad portfolio of employee relations, health, safety and wellness, total rewards, talent acquisition, organizational development and learning, innovation, integration and administration. With the focus and a requirement for rapid progress and constructive change, this role has a core accountability, in conjunction with MNO leadership and the branches, for helping develop the people plan and strategies, and the supportive HR programs, policies and practices that will achieve this future state. The leader will achieve strategic outcomes by challenging existing practices and programs and identifying innovative and cost-effective ways to accelerate progress.

The Director, Human Resources, directs the strategic and organizational activities of Human Resources, including, but not limited to the following:

  • Build a modern Human Resources team vision, business model, and culture to service strategic and operational needs. This involves development of positive and relevant stakeholder relationships and building an approach where HR is recognized as a strategic advisor, branch partner and support service within the MNO. It also requires establishing practical enabling solutions and programs; building a high quality of advice and foundational services and administration; improving the pace of solutions and service delivery; high professional and ethical standards related to advice, solutions and services; adherence to legal regulations and MNO standards, and enhancement of the HR team knowledge and expertise to support knowledge-based delivery of solutions and services. Critical to the success of the above will be enhanced HR project management, information management, management systems, work processes, and data analytics to improve decision support, prioritization, planning, workflow and service to clients.
  • Build the MNO’s people strategy, programs and services in collaboration with leadership ensuring the MNO can plan, grow, and develop into a government leader. This includes providing leadership with support in designing and implementing the MNO’s people strategy and developing practical people strategies, plans, programs, and foundational policies and services and approaches to support the MNO’s vison and strategy through a whole of government approach. Expected outcomes include fostering a culture of responsive, engaged, and empowered employees and service delivery that is productive, efficient and customer focused.
  • Lead talent assessment and succession planning to support the MNO’s growth, with a particular emphasis on Métis recruitment and retention. Assess cross organization leadership, management and staffing capabilities and develop a talent development road map to address gaps and leverage opportunities. Design and coordinate plans and implement processes to support talent acquisition, development, orientation and retention of leadership and employees for now and into the future.
  • Build and sustain collaborative and trusting partnerships with all branches. This is a high visibility role centered around establishing relationships and partnerships with leaders, employees, community organizations, educational institutions, and other tiers of government that enable integration and advocacy. This role leads broad engagement of stakeholders to provide a voice in shaping the HR vision, approach and services delivery.
  • Enhance change management and risk management related to human resources matters. This includes providing balanced advice, enabling leaders to manage and mitigate risk with a strong inclination toward a solution mindset; helping design, facilitate, implement and communicate organization and process changes.

Qualifications

  • A post-secondary degree or certification in Human Resources Management and/or related field
  • MBA in HR field preferred.
  • Minimum 10 years’ experience in the HR field and/or related field.
  • Minimum 5 years’ experience in a HR and/or senior leadership positions.
  • Experience in the non-profit field an asset.
  • Experience Métis, First Nations and/or Inuit governments, organizations and/or agencies an asset.
  • Membership in an accredited Human Resources professionals association preferred.
  • Significant knowledge of applicable employment legislation and regulations, such as but not limited to: Employment Standards Act, 2000, Occupational Health & Safety Act, Workplace Safety and Insurance Act, The Ontario Human Rights Code, Pay Equity Act.
  • Demonstrated ability to meet strategic objectives for HR and the organization.
  • Demonstrated ability to manage HR core processes such as talent management, succession planning and employee relations.
  • Proven project management skills required.
  • Able to make sound business decisions and evidence-based recommendations to senior management.
  • Thorough knowledge of the methods and procedures used in the successful development of an organizational development program.
  • Effective communication skills with individuals at all levels of the organization.
  • Effective written and verbal communication skills as well as presentation skills.
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, and people management skills.
  • Sound leadership, staff management, and teambuilding skills
  • Computer literacy, including effective working skills of MS Word, Excel, PowerPoint, Adobe products and e-mail required. Experience in Ceridian Dayforce, HRdownloads, are assets.
  • Able to build and maintain lasting relationships with Branches, key business partners, and employees.
  • Demonstrated ability to have a positive impact on organizational results.
  • Able to interpret and implement personnel related legislation.
  • Ability to follow through and complete overlapping projects.
  • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts.

Positions at the MNO may require the following:

  1. Current CPR/First Aid certification or ability to obtain
  2. Completion and maintenance of Vulnerable Sector Verification
  3. A reliable vehicle (or ability to rent), driver’s licence, $1,000,000 liability insurance, and a clean driving record
  4. Flexibility to work extended hours as necessary
  5. Ability to occasionally travel within Ontario for limited periods of time
