The role:

The Fiscal Governance Lead (Manager) in the Self-Government Branch of the Métis Nation of Ontario (MNO) provides support on Fiscal and Governance initiatives and issues, and reports to the Director, Self-Government.

The Fiscal Governance Lead is responsible for reviewing and development of relevant policies and procedures. Provide advice and recommendations for draft documents and next steps. Briefing Notes and updates to the Negotiations Team in support of the self-government process. They will work collaboratively with other MNO Branches in order to monitor government policies, and to optimize planning and program development.

Key responsibilities of the Fiscal Governance Lead include

  • Establish work plans, key deliverables, timelines, quality measures, and action plans with clearly identified priorities to support the implementation of self-government
  • Conduct research to determine which trends may positively or negatively impact Monitor, identify and analyze legislative developments and government priorities that could affect the MNO or our work in light of government priorities, developments and trends
  • Prepare detailed and accurate reports, briefing notes and presentations
  • Build relationships and actively work with other MNO Branches and Regional Staff to promote the Self-Government, its priorities and its key fiscal / governance policy initiatives
  • Attend and participate effectively in meetings with senior management, funders, elected officials and government, representing the MNO or acting as a liaison as necessary
  • Provide subject matter expertise in response to complex issues and/or to support and advise others
  • Manage and mitigate risk with respect to program delivery, quality, people and budgets
  • Promote, track, and measure compliance with project timelines by creating and implementing appropriate data Management system, reporting, and/or record keeping processes
  • Ensure MNO staff, volunteers or officials who interact with government at an operational level are appropriately aware of emerging issues policies and procedures that may affect their interactions, and make them aware of MNO’s key structures
  • Work collaboratively to identify ways to improve project effectiveness and implement viable ideas
  • Review relevant documents as provided by the Technical Support in advance of meetings
  • Review briefing notes provided by the Technical Support and provide feedback, if important points have been missed, within one week of receiving the briefing note
  • Provide updates to the MNO Negotiating Team at MNO Negotiating Team meetings
  • Advise or provide recommendations to the MNO Negotiation Team about draft documents and next steps
  • Determine when draft documents should be brought back to the MNO Negotiating Team for feedback or approval
  • Deal with complex, confidential, and sensitive issues in a timely manner, with tact, discretion, maturity and judgement, and assist with resolving complex conflicts that arise
  • Travel to communities for meetings to give presentations or attend meetings (this may require overnight stays in the community and a varied work schedule), and
  • Use consensus building skills to assist with resolving complex conflicts that arise
  • Other reasonable duties as assigned

Knowledge, Skills & Attributes:

  • A strong desire to act in the service of Métis Citizens, to advance and uphold rights and culture (preference will be given to applicants who meet the requirements for MNO Citizenship as per the MNO Bylaws and who are in good standing)
  • Significant knowledge of Métis policy issues and principles or a demonstrated ability to quickly acquire knowledge of Métis specific matters
  • Demonstrated ability to work in a fast-paced multi-issue environment, serving a wide range of varied internal and external interests
  • Demonstrated ability to identify key stakeholders and build a plan to establish and maintain effective relationships with same
  • Demonstrated understanding of governance policies, processes and protocols
  • High degree of appropriate interpersonal skills required when dealing with government partners and other internal and external stakeholders
  • Strong communication skills
  • Significant skill and experience speaking to a variety of audiences
  • Ability to communicate effectively via phone and videoconference as well as in person, in English, bilingualism (English/French) is an asset
  • Detail-oriented and results-focused, with strong problem-solving and analytical skills, as well as superior organization skills and time/priority-management
  • Ability to work alone/independently with minimal supervision as well as collaboratively as part of a team
  • Able to work extended hours or on weekends as required
  • Able to obtain and maintain a valid Ontario driver’s license
  • Willing and able to travel, at times, with overnight stays in other communities

Education and Experience

  • A post-graduate degree in Public Administration or a related field is preferred
  • Demonstrated experience in effective policy development
  • Demonstrated experience working collaboratively and in partnership with indigenous governments and other stakeholders
  • Minimum of 3-5 years experience working or interacting with fiscal governance framed Indigenous governments
  • 3-5 years progressive experience in accounting required, preferably managing a professional team
  • Post Secondary Education in Business with an emphasis on accounting required
  • Chartered Professional Accountant Designation an asset but not required
  • Masters of Business Administration an asset but not required
  • A combination of education and experience may be considered in lieu of above
  • High degree of technology literacy and proficiency in standard office equipment including Outlook, Word, Excel, Adobe and other software


Who we are

In 1993, the Métis Nation of Ontario (MNO) was established through the will of Métis people and Métis communities coming together throughout Ontario to create a Métis-specific governance structure and vision, encapsulated in the Statement of Prime Purpose.

Today, the Métis Nation of Ontario has built a province-wide governance structure which includes: an objectively verifiable, centralized registry of over 20,000 Métis citizens; approximately 31 Chartered Community Councils across the province which represent Métis citizens at the local level; a provincial governing body that is elected by ballot box every four years; an Annual General Assembly where regional and provincial Métis leaders are required to report back to Métis citizens yearly between elections; a charitable foundation which promotes and support Métis culture and heritage (Métis Nation of Ontario Cultural Commission); and an economic development arm (Métis Voyageur Development Fund).

In addition, the Métis Nation of Ontario has built an accountable, results-based provincial delivery structure to meet the socio-economic needs of its citizens and communities. Currently, the MNO delivers programs and services to its citizens through these branches: Healing and Wellness; Education and Training; Housing; Lands, Resources and Consultation; Intergovernmental and Community Relations; Self-Government and Registry. Through these various branches, the MNO maintains 30+ service delivery access points across the province, administers over $50 million annually, and employs about 300 personnel across the province.
