The Role:
The Manager, Education and Training Programs oversees the implementation and operations of education and training program mandates and service directives. The Program Manager will directly oversee program implementation and development for education and training programs and initiatives with a particular focus on Early Learning and Child Care. This position will collaborate with the MNO management team and MNOET management team and will work closely with the Director of Education & Training to ensure program development and implementation is in line with quality, consistency and continuity of daily operations.
Key Responsibilities of this role include:
• Maintaining a Healthy and Safe work environment for all MNO employees
• Mitigation of risk to the MNO
• Ensuring that the MNO’s Statement of Prime Purpose is reflected in the goals and objectives, policies, procedures and work standards of the Branch, in accordance with MNO policy, the strategic plan, and Statement of Prime Purpose
• Ensuring accountability and transparency, specifically to MNO funders, in the development, design, monitoring and evaluation of projects and programs
• Collaborate with Director of Education and Training and management team to improve branch efficiencies and operations through the development of program related policy and operating guidelines as required
• Ensure the Director of Education and Training is briefed on important program related matters
• Contribute to provincial-level initiatives, training events and communications planning and implementation for the benefit of the Education & Training Branch
• Prepare internal reports, briefing notes and updates as required
• Participation in MNO Education and Training branch training sessions and Operations/Management meetings as needed/determined
• Manage, monitor and evaluate regional and provincial program implementation
• Prepare program narrative reports for funders
• Contribute to the development and implementation of Branch projects, programs, strategies, policies and practices
• Liaise and establish linkages with provincial and federal funding agencies, and Indigenous and non-Indigenous agencies in collaboration with MNOET management team
• Participate in preparation of funding proposals as required
• Participate in the development of program procedures and processes
• Represent MNO on committees and/or at program related meetings
• Produce briefing notes and other reports
• Ensure milestones, targets, deliverables and deadlines are met
• Complete site visits as needed from time to time
• Ensure all program communications meet requirements set by MNO Communications branch
• Manages the employment lifecycle of direct reports including supporting supervisors in recruitment, discipline, termination, and various other employment lifecycle activities
• Direct and advise staff in the development and implementation of service quality assessment strategies
• Assists with start-up, development, growth and completions of new projects and programs as needed
• Resolves complex conflicts that arise among team members and/or other employees
• Develop, review and implement policies and procedures to meet legal requirements, MNO needs and the Education and Training Mission Serves on the management team and attends meetings and conferences ensuring that Education and Training Programming needs and concerns are represented, as well as participating in strategic planning for the Education and Training Branch
• Other duties as assigned by the Director of Education & Training
• Work with Management team to develop appropriate tools for financial processes and reporting
• Work with Management team to develop program plans, budgets, reporting and forecasts as required by program funder
• Work with MNO Finance branch to ensure ongoing program accountability
Knowledge, Skills & Attributes:
• Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
• Significant knowledge on Métis and/or Indigenous policy issues and principle or a demonstrated ability to quickly acquire knowledge of Métis and/or indigenous specific matters
• A post-secondary degree in a related field (preferred in business or management)
• A high degree of technology literacy and proficiency in standard office equipment
• Advanced communications skills, both written and verbal
• Superior organization skills and time/priority-management
• Highly detail-oriented
• Elevated levels of problem-solving and analytical skills
• Exceptional project coordination, time management and organizational skills, including the design and implementation of project work-plans

Education and Experience:
• Three to five years’ experience in a similar/comparable role with 1-2 years experience in management role or demonstrated ability to fulfill the role
• Post Secondary Education in Business, Education and/or related field
• A combination of relevant experience and education may be considered in lieu of the experience and educational requirement
• Experience in recruitment, training, discipline, and termination
• Experience in conflict management
• Demonstrated ability to write high quality evidence and data based reports and professional presentations
• Demonstrated ability in policy and program development and evaluation
• Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment

Through these various branches, the MNO maintains 30+ service delivery access points across the province, administers over $50 million annually, and employs about 300 personnel across the province.
