Under the direction of the Director of Housing and Infrastructure, the Senior Policy Analyst provides policy support and advice on Housing and Homelessness initiatives for Metis communities in Ontario. The Senior Policy Analyst works both collaboratively and autonomously, in the data gathering process, preparing public policy position papers and reports and proposal. This assists with monitoring the Metis Nation of Ontario Housing and Homelessness Strategic Plan and reports on progress.
Duties include, but are not limited to:
• Interpret federal and provincial legislations, regulations, and policies; and, monitor and assess impacts on MNO housing and homelessness initiatives
• Analyze pertinent documents and reports affecting housing and homelessness, including Provincial and Federal Government announcements
• Monitor community and public reaction to Housing issues, the mandate of the MNO, program and service delivery and related matters
• Coordinate housing and homelessness policy development and support program implementation related to funded projects
• Support the MNO representatives on the Ontario Aboriginal Housing Services (OAHS) board of directors and work collaborative on OAHS board-led initiatives
• Prepare decision papers, information items, option papers and funding proposals
• Conduct, analyze and research housing and homelessness issues in Metis communities, and report on recommendations to branch director
• Organize and conduct Metis community engagements on Housing and Homelessness support needs and prepare a report on findings
• Monitor the MNO Housing and Homelessness Strategic Plan outcomes and prepare progress reports to the branch director.
• Develop and foster community networks to support branch goals
• Communicate with stakeholders to keep them informed of the organization’s work and to identify community needs
• Support Metis Charter Communities to prepare proposals and arrange for feasibility studies and implement projects related to housing and homelessness as directed
• Attend the Annual General Assembly
• Collaborate with the Housing Programs Branch director and management team to improve branch efficiencies through the development of program-related policy and operating guidelines
• Contribute to MNO provincial-level initiatives, training events and communications planning and implementation
• Other duties as assigned by the Director of Housing and Infrastructure
- Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
- Completion of post-secondary education in a related area
• 2-3 Years experience in a similar role
• Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture
• Significant knowledge on Métis and/or Indigenous housing and homelessness policy issues and principles or a demonstrated ability to quickly acquire knowledge of Métis and/or indigenous specific matters.
• Exceptional project coordination, time management and organizational skills, including the design and implementation of project work-plans
• Demonstrated ability to write high quality, evidence based reports and professional presentations
• Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
• Demonstrated ability in policy and program development and evaluation
• A high level of proficiency with the Windows environment and Microsoft Office suite, especially Excel
• Ability to work proactively as a member of a highly dynamic team, including independently with minimal supervision
- Preferred: Proficiency in standard office equipment
• Knowledge of Métis-specific and broader Indigenous key challenges, and programs
- Three to five years’ experience in a similar/comparable role.
• Or, three to five years’ experience in the Branch with demonstrated growth and potential to fulfill the role.
• Experience in social housing development, including programs and capital developments.
• Experience in undertaking research, both quantitative and qualitative.
- Preferred – Progressive experience with the Indigenous housing and/homelessness sector
