The Role
The Subject Specialist Leads (Managers) in the Rights, Research and Policy Branch of the Métis Nation of Ontario (MNO) provide support on rights, research and policy related programs, initiatives and issues. The Subject Specialist Lead – Environment and Climate Change role will be engaged in initiatives directly supporting MNO’s lands, resources, environment and climate change activities. This will include supporting MNO’s environment and climate change activities, including through supporting and leading research initiatives, conducting policy analysis, engaging in government-to-government dialogue, and assembling, analysing, and synthesizing information related to lands, resources, environment and climate change.

Duties include, but are not limited to:
Under the direction of the Director, Rights, Research and Policy, the Subject Specialist Lead – Environment and Climate Change will be responsible for the following key duties and responsibilities:
- Supporting MNO and RRP Branch initiatives in the areas of rights, research and policy as they relate to lands, resources, environment and climate change.
- Contributing to the advancement of key priorities of the MNO’s rights, research and policy agendas
- Contributing to the advancement of a coordinated approach to research, policy and planning
- Responding to funding opportunities, writing proposals and responding to RFP’s to secure ongoing and new funding to deliver programs and services and expand the reach of the MNO’s support to Citizens;
- Representing the MNO at external tables and with external stakeholders
- Conducting work on policy development and/or analysis
- Contributing to the development of operations policy underpinning the delivery of MNO programs and services
- Contributing to the effective communication about policy, research and Métis rights related activities
- Establish work plans, key deliverables, timelines, quality measures, and action plans with clearly identified priorities to support the implementation to MNO rights, research and policy initiatives and objectives
- Research and prepare detailed and accurate reports, briefing notes and presentations
- Attend and participate effectively in meetings with senior management, funders, elected officials and government
- Provide subject matter expertise in response to complex issues and/or to support and advise others
- Manage and mitigate risk with respect to program delivery, quality, people and budgets
- Manage the employment lifecycle for direct reports, including recruitment, discipline, termination, and other people issues
- Promote, track, and measure compliance with project timelines by creating and implementing appropriate data collection, reporting, and/or record keeping processes
- Develop communication tools to enhance understanding of issues
- Work collaboratively to identify ways to improve project effectiveness and implement viable ideas
- Deal with complex, confidential, and sensitive issues in a timely manner, with tact, discretion, maturity and judgement, and assist with resolving complex conflicts that arise
- Travel to communities for meetings to give presentations or attend meetings (this may require overnight stays in the community and a varied work schedule)
- Managing and supporting RRP Branch planning, establishment and implementation initiatives, working closely with the other Leads
- Other reasonable duties as assigned
Qualifications
- Strong desire to act in the service of the Métis Citizens, to advance and uphold rights and culture.
- Each Subject Specialist Lead should have the following minimum Mandatory Qualifications:
- Completion of post-secondary education in a relevant and related field or equivalent combination of education and experience (including in the areas of rights, research, policy, and/or law)
- Minimum of 3-5 years’ experience in a related field
- A strong desire to act in the service of Métis Citizens, to advance and uphold rights and culture (preference will be given to applicants who meet the requirements for MNO Citizenship as per the MNO Bylaws and who are in good standing)
- Significant knowledge of Métis policy issues and principles or a demonstrated ability to quickly acquire knowledge.
Each Subject Specialist Lead should have the following minimum Knowledge, Skills & Attributes:
- A high degree of technology literacy and proficiency in standard office equipment
- Advanced communications skills, both written and verbal
- High degree of detail-orientation
- Elevated levels of problem-solving and analytical skills
- Exceptional project coordination, time management and organizational skills
- Strong interpersonal skills and a high degree of self awareness
- Demonstrated ability to solve conflicts and to manage challenging situations
- Demonstrated ability in program development and evaluation
- Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
- Demonstrated ability to motivate a team to accomplish objectives
- Basic understanding of applicable employment law legislation
Positions at the MNO may require the following:
- Current CPR/First Aid certification or ability to obtain
- Completion and maintenance of Vulnerable Sector Verification
- A reliable vehicle, driver’s licence, $1,000,000 liability insurance, and a clean driving record
- Flexibility to work extended hours as necessary
- Ability to occasionally travel within Ontario for limited periods of time
Preferred
- Meet the requirements for MNO Citizenship as per the MNO Bylaws and be in good standing
- Demonstrated ability to effectively maintain financial records, manage project budgets
- Knowledge of Métis-specific and broader indigenous key challenges, and programs and services
- Completion of a supervisory or leadership course or certificate.
- Experience in environment, climate change, natural resources, indigenous governance, community-based research, indigenous policy, land claims, historical research, Aboriginal law and/or indigenous self-government.
