The Role
The Subject Specialist Lead manages the full life cycle for their program stream, including employees, from hiring to orientation, to coaching and performance management, and termination. The Subject Specialist Lead establishes program deliverables, and supporting policies and procedures, sets goals and direction, and ensures alignment of resources and priorities.
Duties include, but are not limited to:
Under the direction of the Director, Rights, Research and Policy, the Subject Specialist Lead – Self-Government will be responsible for the following key duties and responsibilities:
- Supporting MNO and RRP Branch initiatives in the areas of rights, research and policy as they relate to self-government, including research support related to Métis rights and claims.
- Contributing to the advancement of key priorities of the MNO’s rights, research and policy agendas
- Contributing to the advancement of a coordinated approach to research, policy and planning
- Responding to funding opportunities, writing proposals and responding to RFP’s to secure ongoing and new funding to deliver programs and services and expand the reach of the MNO’s support to Citizens;
- Representing the MNO at external tables and with external stakeholders
- Conducting work on policy development and/or analysis
- Contributing to the development of operations policy underpinning the delivery of MNO programs and services
- Contributing to the effective communication about policy, research and Métis rights related activities
- Establish work plans, key deliverables, timelines, quality measures, and action plans with clearly identified priorities to support the implementation to MNO rights, research and policy initiatives and objectives
- Research and prepare detailed and accurate reports, briefing notes and presentations
- Attend and participate effectively in meetings with senior management, funders, elected officials and government
- Provide subject matter expertise in response to complex issues and/or to support and advise others
- Manage and mitigate risk with respect to program delivery, quality, people and budgets
- Manage the employment lifecycle for direct reports, including recruitment, discipline, termination, and other people issues
- Promote, track, and measure compliance with project timelines by creating and implementing appropriate data collection, reporting, and/or record keeping processes
- Develop communication tools to enhance understanding of issues
- Work collaboratively to identify ways to improve project effectiveness and implement viable ideas
- Deal with complex, confidential, and sensitive issues in a timely manner, with tact, discretion, maturity and judgement, and assist with resolving complex conflicts that arise
- Travel to communities for meetings to give presentations or attend meetings (this may require overnight stays in the community and a varied work schedule)
- Managing and supporting RRP Branch planning, establishment and implementation initiatives, working closely with the other Leads
- Other reasonable duties as assigned
Qualifications

- Significant knowledge of Métis and/or Indigenous policy issues and principles or a demonstrated ability to quickly acquire knowledge
- A post-secondary degree in a related field or equivalent combination of education and experience
- A high degree of technology literacy and proficiency in standard office equipment
- Advanced communications skills, both written and verbal
- Highly detail-oriented
- Elevated levels of problem-solving and analytical skills
- Exceptional project coordination, time management and organizational skills
- Strong interpersonal skills and a high degree of self awareness
- Demonstrated ability to balance completion of own work with that of the team, superior organization skills and time/priority-management
- Demonstrated ability to motivate a team to accomplish objectives
- Demonstrated ability to solve conflicts and to manage challenging situations
- Basic understanding of applicable employment law legislation Demonstrated ability in program development and evaluation
- Demonstrated ability to quickly acquire and expand knowledge and to be flexible in a demanding and dynamic environment
- 3-5 years experience in a similar/comparable role or 3-5 years experience in the Branch with demonstrated growth and potential to fulfill the role
- Experience in employee life cycle activities: recruitment, training, coaching for performance, discipline, and termination
- Experience in conflict management
- Experience designing and implementing project work plans
Preferred Qualifications
- Meet the requirements for MNO Citizenship as per the MNO Bylaws and be in good standing
- Demonstrated ability to effectively maintain financial records, manage project budgets
- Knowledge of Métis-specific and broader indigenous key challenges, and programs and services
- Experience in indigenous governance, community-based research, indigenous policy, land claims, historical research, Aboriginal law and/or indigenous self-government.
- Completion of a supervisory or leadership course or certificate
