The Role

Under the direction of the Programs and Services Manager of Early Learning and Child Care, the Supervisor- Special Projects aims to oversee all ELCC Special Projects Programs and Events. The Supervisor will support Special Projects staff, guide program development, monitor projects, and program budgets, and ensure programs meet the needs of Métis children and their families. This position will collaborate with the entire Education and Training management team as a primary participant in developing project work plans and partnering budgets. In addition, the Supervisor is responsible for promoting a health and safety culture at the MNO and handling employee relations issues, including but not limited to attendance, absenteeism, and accommodations. The Supervisor will provide varying support for all team members to ensure compliance with all MNO policies and procedures and meet work plan goals and deliverables.

Duties include, but are not limited to:

  1. Fully understand the significance and fundamental importance of MNO’s Statement of Prime Purpose (SPP) to all MNO’s work and the requirements of the position specifically.
  2. Adhere to MNO Policies and Procedures, MNO’s Financial Policies and Procedures at all times, and Contribution Agreements (CA).
  3. Uphold MNO’s Standards of Professional Conduct at all times.
  4. Adhere to Privacy Laws and respect confidential information at all times.
  5. The Supervisor must be cognizant of the Ontario Employment Standards Act, Occupational Health and Safety Act, Workers’ Safety and Insurance Board, Ontario Human Rights Code, Canadian Human Rights Act, and other legislative provisions governing the employment relationship between MNO and the employee.
  6. Work in collaboration within the Branch, other MNO branches, MNO leadership, MNO citizens, MNO contractors, and consultants on related projects.

The incumbent is responsible for the following items, as well as other duties and responsibilities as may be assigned by the People Leader:

Supervisor Responsibilities:

  1. Will oversee daily operations of ELCC Special Projects Programs and Events.
  2. Hire and train new team members.
  3. Provide training on work culture, work expectations, job duties, and organizational policies and procedures or arrange for proper training to be provided.
  4. Act as a role model for the behavior and culture expected from the team.
  5. Provide ongoing coaching to support effective job performance and conduct constructive and timely performance evaluations at least once yearly.
  6. Implement coaching and corrective performance plans where required.
  7. Handle discipline and termination of employees in accordance with company policy.
  8. Organize, plan, and supervise all functions of their employees.
  9. Keep team members informed about rules, regulations, policies, and objectives.
  10. Ensure proper maintenance, filing, and storage of records in case of audits.
  11. Collaborate with the team to identify ways to improve department effectiveness; implements viable ideas.
  12. Resolve conflicts among team members and/or other employees.
  13. Hold additional Occupational Health and Safety responsibilities as required by law.

Special Projects Responsibilities:

  • Collaborate with ELCC Partnership and Infrastructure team on information sharing and partnership opportunities.
  • Collaborate with additional MNO Departments and Programs to provide information and resource share.
  • Oversee the development of Special Projects, Programs, and Events from planning to implementation. Special Projects Programs and Events include the following: Virtual and In-person Camps, Virtual Social Events, Annual Professional Conference, ELCC kit development, Annual Christmas Program, and additional ongoing programs.
  • Review program timelines, expectations, and deadlines to meet program deliverables across multiple ongoing deliverables.
  • Ensure programs and events are culturally appropriate and developmentally relevant for Métis children and their families.
  • Create annual communication and strategic planning documents to guide program development each year. Strategic planning documents to include collaborations with teams across MNO Departments.
  • Present program and event updates on Special Project activities at annual meetings, branch training, MNO learning days, etc.
  • Collaborate with the management team to prepare supporting documents and action plans required to enhance partnership building locally between the MNO and service providers, municipalities, organizations, and other potential partners as required, to support the organizational goals
  • Collaborate with the Programs and Services Manager of Early Learning and Child Care to prepare quarterly reports for work plan activities and provide narrative reports for annual work plan submissions.
  • Work with the E&T management team to prepare yearly Annual Submissions and reports for programs.

Financial Responsibilities:

  • Ensure employee time off requests are managed promptly and completed accurately.
  • Assist with employee and program expense claims, and ensure that staff complete expense claims timely and accurately.
  • Work with the E&T management team to prepare the information needed for the Finance branch to set up accurate program budgets, budget lines, and amounts as per our funding agreements.
  • Work with Education and Training Manager(s) to develop appropriate tools to support front-line struggling with internal financial processes and/or procedures.
  • Maintain up-to-date budget tracking for all Special Projects, Programs, and Events.
  • Conduct monthly budget reviews and report back to the Manager of Early Learning and Child Care.

Qualifications

Required

  • Diploma/Degree in Early Childhood Education, Child and Youth Studies, or related program.
  • Knowledge of the Métis Nation of Ontario’s governance structure, culture, history, and way of life
  • Previous experience with event management for children ages 0-12.
  • Practical knowledge of the Child Care and Early Years sector and current issues
  • A post-secondary degree or diploma in Early Learning and Child Care or a related field
  • Cognizant of Employment Standards Act, Child Care and Early Years Act, School Board Policy and Procedures, Occupational Health and Safety Act, WSIB, ELECT, How Does Learning Happen, and the Ontario Kindergarten Program Curriculum and other legislative requirements
  • A high degree of technology literacy and proficiency in standard office equipment
  • Advanced communications skills, both written and verbal
  • Strong interpersonal skills to effectively liaise with the ELCC team, MNO leadership, management, government, and external childcare organizations and agencies
  • Superior organization skills and time/priority management managing others, including the design and implementation of project work plans
  • Elevated levels of problem-solving and analytical skills
  • Demonstrated ability to motivate, lead and work effectively with others in a supervisory capacity, with an ability to solve conflict if required
  • Demonstrated understanding of policies, processes, practices, and documentation used to deliver program services or the MNO Branch mandate
  • Demonstrated ability to work alone/independently with minimal supervision.
  • Knowledge of and ability to use MS Office Suite software including Word, Excel, PowerPoint, and Outlook; knowledge of MS SharePoint

Preferred

  • Knowledge of Métis-specific and broader indigenous key challenges and programs and services available to address them
  • Registration with the College of Early Childhood Educators or accredited association in related field
  • Previous experience working within MNO and a strong understanding of policies and procedures
  • Demonstrated commitment to continuous learning
  • Strong understanding of childcare regulations

Experience

  • Previous 3+ years experience in a leadership or similar role or comparable experience motivating/leading others
  • Demonstrated experience dealing with personal and confidential information and issues in a mature, tactful, and diplomatic manner
  • Demonstrated experience in acquiring and expanding knowledge and being flexible in a demanding and dynamic environment
  • Experience in writing high-quality reports, briefing notes, and developing presentations
  • Ability to work in a fast-paced multi-issue environment, serving a wide range of varied internal and external interests

  • Experience in recruitment, training, and discipline procedures
  • Experience in conflict resolution
  • Previous work experience with Indigenous communities is an asset
  • Demonstrated experience in building and managing relationships with a variety of internal/external stakeholders
