President’s Update

President Froh’s update highlighted key developments, including the opening of the SSM Heritage Center, the Ontario Métis facts campaign, and the MNO’s expert panel submission. She reaffirmed the MNC’s commitment to accountability and transparency and previewed upcoming national discussions, including the Board of Governors meeting and health summits. She addressed the resignation of Prime Minister Trudeau, emphasizing the need for federal engagement on Métis self-government and reconciliation. She also stressed the importance of discussions regarding finalizing a Métis Constitution.

Housing and Infrastructure Update

The Midland and Kenora housing projects are progressing, with key approvals secured. The Homeowner Supports Program will launch a solar panel initiative, offering up to $25,000 per eligible household. The Housing Stabilization Program funding was renewed until 2028, ensuring continuity of services. The Thunder Bay Transition House will now operate as a standalone program with a secured budget and partnerships in place. A Housing and Homelessness Action Plan is nearing completion, and the first housing census report is being finalized.

Home Buyer’s Contribution Program

The shared equity mortgage program will be capped at $50,000 per recipient to ensure equitable distribution across regions. The program faces high demand, funding constraints, and regional disparities in participation. A review of repayment structures was requested, with a report due by June 2025.

Indigenous Supportive Housing Program (ISHP)

MNO submitted a $1.6 million funding proposal to support the Thunder Bay Indigenous Youth Transition House. The initiative strengthens partnerships and expands MNO’s housing services. PCMNO passed a resolution supporting the funding proposal submission.

CMHC Funding for Midland Project

PCMNO approved an additional $150,000 in funding from Canada Mortgage and Housing Corporation (CMHC) for the Midland housing project. A formal resolution was passed to secure the funds.

NLMC AGM and Council Governance Updates

The Northern Lights Métis Council (NLMC) updated its community code to separate the Secretary and Treasurer positions. PCMNO acknowledged compliance with procedural requirements. Community Relations is working with council presidents, and is in the process of hiring an electoral officer.

Council Boundary Updates

Several councils proposed boundary adjustments. Discussions continue on boundary refinements in Regions 2, 3, 5, and 9. Community Relations will oversee alignment with existing agreements.

Council Election Updates

The Grand River Métis Council introduced a Two-Spirit Plus Councilor position. PCMNO will review clerical edits to governing documents in February.

Great Lakes Advisory Group (GLAG)

The discussion highlighted that international freshwater bodies face unique challenges related to water governance, cross-border environmental regulations, and Indigenous rights to water resources. Federal water initiative funding was transferred to the Canada Water Agency, which provides specific funding for different watersheds.

Infinity Trust Appointments

PCMNO ratified the appointment of Margaret Froh and Hank Rowlinson as MNO Trustees from 2020 to present and appointed Margaret Froh and Sharon Cadeau as the new Trustees.

Healthy Babies, Healthy Children and Community Wellness Program Expansion

Additional funding from the Indigenous Healing and Wellness Strategy will support five new Community Wellness Coordinator sites and three new Healthy Babies, Healthy Children Coordinator sites, prioritizing underserved regions.

Health Equity Fund

The Indigenous Health Equity Fund (IHEF) was allocated $2.375 million annually for 10 years to enhance Métis healthcare access. Concerns about funding distribution and program sustainability were raised, prompting a deferral for further review.

Burk’s Falls Site Updates

Renovations continue, focusing on accessibility, food service, and program space improvements. Concerns about gender-neutral washrooms and emergency evacuation training were noted.

Statement of Principles for the Métis Constitution

PCMNO approved the draft Statement of Principles to guide consultations on a future Métis Constitution. Engagement materials will be developed, and citizen consultations will shape the final draft before a province-wide ratification vote.
