What happened at PCMNO

March 23, 2026 Métis leadership from across Ontario gathered on March 23 for a regular meeting of the Provisional Council of the Métis Nation of Ontario (PCMNO). Discussions focused on youth leadership, preserving Métis history, and governance matters.

The meeting opened with a prayer from Senator Liliane Ethier. President Margaret Froh welcomed everyone and thanked PCMNO members for their continued work on behalf of Métis citizens and communities.

President’s Update

Recent work with Métis harvesting leadership and national advocacy efforts were key parts of President Froh’s update.

She shared highlights from a recent in-person meeting of the Captains of the Hunt (COTH), where leaders followed up on AGA resolutions, reviewed ongoing work, and discussed harvesting-related issues, including feedback from the fall moose harvest. She noted that this work helps the MNO better understand what harvesters are seeing on the land and supports ongoing advocacy.

Looking ahead, she said COTH may bring forward a special business resolution at this year’s AGA related to fishing during spawning periods. She also noted that the MNO is preparing to launch new online harvesting training and share harvesting videos.

At the national level, President Froh spoke about the return of a Métis dog sled miniature from the Vatican to Canada, describing it as an important cultural moment. She also addressed the Manitoba Métis Federation treaty and Bill C-21. She said Métis treaties in Canada are a real and important step forward for Métis self-government. At the same time, she noted that the MNO continues to raise concerns about unclear wording in the legislation, particularly around geography, and is advocating for changes to better protect Métis rights in Ontario.

Youth Leadership Conference Moving Forward

Planning for the 2026 Métis Youth Leadership Conference is continuing, despite funding challenges.

Youth Representative Evan Accettola and Chief Strategy Officer Paul Robitaille told PCMNO that a change to a major funding program has created a gap in this year’s budget. Even so, early support from the MNO has been provided, grant applications are underway, and the team is working to manage costs while moving planning forward.

They acknowledged that timelines are tighter than usual but expressed confidence that the conference will go ahead. PCMNO members also discussed how Regions may support the conference and emphasized that youth leadership remains a priority.

Protecting Historic Métis Buildings

PCMNO discussed the importance of preserving historic Métis buildings in Ontario and the need to act when culturally significant sites may be at risk. Members spoke about the importance of protecting places that help tell the story of Métis families, communities, and presence across Ontario. Protecting them helps make sure that Métis history is not lost.

Members also talked about what is needed to care for historic buildings. This can include funding, ownership, repairs, long-term care, and future use. While more planning is still needed, PCMNO agreed that setting aside funds would help the MNO be ready to act when important historic buildings need protection.

Northern Lights Métis Council Update

PCMNO also addressed an issue involving the Northern Lights Métis Council.

After a recent election, four positions still needed to be filled. Three verified candidates had already come forward for three of those roles, and the council was preparing to make the appointments. But before that could happen, one council member resigned, and the council lost quorum.

That meant the council could no longer make the appointments or continue regular business. PCMNO directed the remaining council members to meet within 30 days, with all members present, to appoint the three verified candidates to the positions of Chair, Senator, and Councillor. If those steps are completed, the council can resume business. If not, the council’s charter will be suspended.

Chief Electoral Officer Reappointed

PCMNO confirmed the reappointment of Paul DeVillers as the MNO’s Chief Electoral Officer for the 2026–27 fiscal year.

Deputy CEO and Chief of Staff Jennifer St. Germain brought forward the recommendation, noting the importance of ensuring elections are conducted fairly and consistently across the province. During the discussion, members also asked about future planning for the role. Staff shared that work is underway to document processes and build internal capacity over time.

At the close of the meeting, President Froh thanked members for a focused discussion and noted that a new meeting schedule will be shared soon. She also encouraged participation in the evening’s town hall.
