PCMNO Meeting Recap Report
October 17-18, 2024

A hybrid meeting of the Provisional Council of the Métis Nation of Ontario (PCMNO) was held on October 17-18, 2024, with the sessions on October 17 and the morning of October 18 conducted in-camera.

The PCMNO meeting on October 18, 2024, addressed several key topics, starting with the Community Council Allocation of Reserves. A question was raised regarding the equitable distribution of funds across Community and Advisory Councils. While a per capita model was initially considered, an equal allocation approach was ultimately agreed upon to expedite fund disbursement. Councils are expected to utilize these funds for governance at the Council level, with spending subject to reporting requirements.

The Finance and Audit Committee (FAC) will explore options for an updated governance reserve model for Community Councils and Advisory Councils and review a broader funding model for all funds managed by the MNO Secretariat and distributed to Councils. This funding formula will be contingent upon contribution agreements.

The Community Council By-law Update included the acceptance of three briefing notes addressing changes requested by individual councils. Additionally, a clerical update was made to Community Codes regarding quorum requirements for community meetings.

In the Housing and Homelessness Action Plan Update, Chair Cadeau introduced MNO’s Housing and Homelessness Action Plan, with Director Cindi Rye and Manager Amy Mersereau presenting. The plan highlights MNO’s goals to support affordable housing and safe communities, with a focus on addressing key causes of homelessness through coordination with other MNO branches. The Housing branch also introduced an initiative to build a Métis contractor database, enhancing the program’s reach. Future goals, while contingent on funding, focus on expanding housing support and ensuring accessibility for those most in need.

Closing remarks were shared by President Froh, who acknowledged October as Women’s History and Breast Cancer Awareness Month, noting upcoming events and the MNC National Assembly. She expressed appreciation for everyone’s participation, both in-person and virtual, and highlighted the celebration of the Métis Heritage Centre grand opening in Sault Ste. Marie, a space dedicated to Métis culture and history.
