- A situation or an impending situation that constitutes a danger of major proportions that could result in serious harm to persons or substantial damage to property and that is caused by the forces of nature, a disease or other health risk, an accident or an act whether intentional or otherwise
- Emergency management is the ongoing process of preventing, planning for, responding to, and recovering from emergencies
- Prevention: Actions taken to prevent or reduce the impact of disasters
- Preparedness: Policies, programs, and plans developed before a crisis to ensure an effective response to a disaster
- Response: Actions taken during and immediately after a disaster to protect lives and property
- Recovery: Efforts to rebuild and restore after a disaster, including long-term support and identifying lessons learnt
